  • 배준영 의원, 반려동물 의료비 소득공제 대표발의
      배준영 국회의원(인천 중구·강화군·옹진군ㆍ국민의힘 인천시당위원장)은 17일(月), 소득공제 항목에 반려동물 의료비 지출을 추가하는 '조세특례제한법' 일부개정법률안을 대표 발의했다고 밝혔다. 1인·노인가구 증가와 경제 성장에 따른 반려동물 양육 가구 수가 지속 증가해, 농림축산식품부에 따르면 2020년 반려동물 양육 가구는 638만 가구로 집계됐다. 그러나 높은 수준의 반려동물 의료비와 불투명한 진료서비스로 반려동물 보호자들의 불만이 계속되고, 병에 걸리면 유기하는 사례 역시 증가하며 사회적 비용이 발생하고 있다. 이에 배준영 의원은 ”지난 12월 '수의사법'이 개정되어, 앞으로 동물 진료 분류체계 표준화, 동물병원 진료비용 의무 게시 및 현황 조사·분석 등 동물병원 진료체계가 마련됐다“ 라며 ”이에 발맞춰 국가적 차원에서 반려동물 의료비에 대한 가계부담을 낮추기 위해 개정안을 마련했다“ 고 이유를 밝혔다. 개정안은 전통시장·대중교통·도서·신문·공연·박물관·미술관 등과 동일하게 동물병원 반려동물 의료비 지출분의 30%에 대해 소득공제를 적용한다. 또한 반려동물의 범위는 '동물보호법' 에 따라 개와 고양이 뿐 아니라 토끼, 페럿(족제비과), 기니피그(쥐와 유사한 동물) 및 햄스터가 포함된다. 또한 배준영 의원은 ”반려동물 연말정산 소득공제는 국가가 반려동물의 진료비용을 지원하는 첫단추“ 라며, ”진료체계 표준화와 더불어 반려동물 진료비용 연말공제가 활성화되면 각종 통계 자료가 확보되기 때문에, 이를 근거로 각종 반려동물 관련 정책 도입 논의까지 자연스럽게 이어갈 수 있을 것“ 라고 말했다. 아울러 배 의원은 ”국민의힘 윤석열 대선후보도 반려동물 7마리를 키울 정도로 관심이 많고 ‘석열씨의 심쿵약속’ 을 통해 공공부지에 반려동물 쉼터 확대를 공약했다“ 라며, ”앞으로 반려동물을 위한 다양한 입법·정책을 함께 개발해 나가겠다“ 라고 밝혔다.

  • 소방청 동물 구조활동 지침서 제작·배포
      소방청은 동물 구조현장에서 대원들의 안전사고를 예방하고 효율적인 구조활동을 할 수 있도록 지침서를 제작하여 일선에 배포한다고 밝혔다. 지난해 동물 구조건수는 총 82,822건이며 그 중 개 구조 건수가 43,580건으로 가장 많았고 고양이(11,667건), 뱀(10,702건), 고라니(4,749건) 순으로 나타났다. 소방청 동물 구조활동 지침서 사람의 손길을 피하려고 하는 동물의 습성 때문에 일반적으로는 올가미, 뜰채, 망 등 장비를 이용하여 구조하지만 동물이 공격성을 띄는 등 곤란한 경우에는 마취제를 이용하여 구조하기도 한다. 지침서에는 동물 구조현장에서의 대응절차, 각종 장비 사용법 등이 담겨져 있으며 특히, 동물용 마취제 사용법을 주요하게 다루고 있다. 동물의 종류 및 체중에 따른 마취제의 종류와 투여량, 마취총 발사 등 투여 방법, 부작용 등을 자세히 담았다. 또한 최근 5년간 동물 구조현장에서 발생한 안전사고 사례를 사진과 함께 자세히 담아 출동대원들에게 경각심을 주고 유사 사고를 방지할 수 있도록 하였다. 소방청은 지침서 책자뿐만 아니라 모바일 앱으로도 제작하여 현장에서 손쉽게 활용할 수 있도록 할 계획이다. 김용수 구조과장은“최근 반려동물을 키우는 인구가 늘어나면서 유기동물 구조요청 신고도 급증하는 추세이다.”라며,“국민안전과 함께 동물의 생명도 지킬 수 있는 구조활동으로 동물보호 정책에 적극 동참하겠다.”고 말했다.

  • '유기 동물 다치면 바로 진료 받는다!' 중랑구, 24시간 유기동물 응급진료병원 운영
    중화동 로얄동물메디컬센터에서 응급진료를 하고 있다    중랑구가 각종 사고로 즉시 응급처치가 필요한 유실 및 유기동물들을 치료하고 코로나19 확진자의 반려동물 임시보호를 위해 24시간 응급진료병원을 운영한다. 구는 지난 12일 중화동에 위치한 로얄동물메디컬센터와 협약을 맺고 본격적인 운영에 나섰다. 해당 병원은 24시간 진료를 실시해 적절한 응급처치를 실시할 수 있어 유기·유실동물, 길고양이의 폐사 또는 안락사를 최소화할 수 있을 것으로 보인다. 진료 항목은 △공통검사(호흡기, 소화기 검사 등) △내과진료(전염질환, 경련 및 호흡곤란) △외과진료(교통사고, 교상 등 단, 골절치료 제외) 등이며 필요시에는 코로나19 확진자의 반려동물 임시보호도 지원한다. 구는 사람과 동물의 조화로운 공존과 생명존중문화 확산을 위해 4년째 유기동물 응급진료병원을 지정해 운영해오고 있다. 응급진료 사업은 매해 예산이 조기 소진될 만큼 주민들의 관심이 높다. 덕분에 지난 19년부터 181마리의 소중한 생명을 지킬 수 있었다. 응급진료 외에도 올해 동물복지에 대한 인식 개선과 반려동물 문화 기반 조성을 위해 유치원생과 초등학생 대상 찾아가는 동물보호교육, 유기동물 입양비 지원, 펫티켓 교실, 반려동물 행동교정 지원, 길고양이 중성화 및 급식소 설치 등 다양한 사업을 추진할 예정이다. 류경기 중랑구청장은 “동물복지를 위해 봉사해주시고 여러 방면으로 도움을 주시는 주민 여러분들께 항상 감사드린다”라며, “주민들이 동물복지에 대해 서로 공감할 수 있도록 유기동물 구조와 치료는 물론 올바른 반려동물 문화 조성을 위한 노력을 아끼지 않겠다”라고 말했다.

  • 농림축산식품부, 슬기로운 반려생활, ‘동물사랑배움터’에서 시작하세요
          농림축산식품부는 성숙한 동물보호·복지 문화를 조성하고 동물보호 인식을 높이고자 대국민 온라인 교육 플랫폼인 ‘동물사랑배움터’를 1월 17일에 오픈한다. 농식품부는 2018년부터 ‘동물보호복지온라인’ 누리집(운영자: 농림수산식품교육문화정보원)을 통해 반려동물 관련 영업자, 맹견소유자, 동물보호 명예감시원을 대상으로 의무교육 프로그램을 제공해왔다. 최근 반려동물을 양육하는 가구가 증가되는 상황을 고려하여 기존의 의무교육프로그램 외에 동물병원, 동물약국 등에 대한 정보를 포함하여 ‘동물보호복지온라인’을‘동물사랑배움터’로 전면 개편했다. 이번 개편을 통해 수의사와 훈련사가 참여하는 반려견 입양 전 교육을 신설하여 반려견 사육 및 훈련 가이드를 제공하고, 초등학생을 대상으로 생명 존중의 의미를 일깨우는 인성교육 프로그램을 제공할 예정이다. 또한 내 주변에 있는 동물병원, 동물약국, 미용업, 위탁관리업, 동물보호센터의 위치정보 등 반려생활 관련 정보를 제공함으로써 유용한 반려생활 정보를 한꺼번에 검색할 수 있어 이용자의 편의성이 획기적으로 개선되었다. 농식품부 김지현 동물복지정책과장은“이번 개편된 동물사랑배움터를 통해 더 다양한 교육을 제공할 수 있도록 지속 지원하여 성숙한 동물보호복지 문화 조성에 앞장서겠다.”라고 밝혔다.   동물사랑배움터 홍보물

  • 서초구, 길고양이 급식소 36개소로 확대 운영
    서초구 길고양이 급식소 및 이용모습   서울 서초구가 기존 길고양이 급식소 25개소에 더하여 올해 10월까지 11개소를 추가로 확대 설치해, 총 36개소의 ‘서초구 길고양이 급식소’가 문을 연다. 길고양이 급식소는 구에서 2017년 3개소 시범설치를 시작으로 2019년에는 각 동별 1개소씩 18개소를 추가 설치하였으며, 2020년에는 사람이 떠난 재건축 지역에 남겨진 길고양이를 위해 4개소를 추가 설치했다. 올해는 기존 낡은 급식소 2개는 교체하고, 길고양이 중성화 자원봉사자의 신청을 받아 방배13구역 재건축지역을 포함한 11개소를 추가 설치한 것이다. 올해 제작한 길고양이 급식소의 주요 특징으로는, 급식상자(가로0.58m·세로0.35m·높이0.4m)와 발판(가로0.55m·세로0.24m)으로 구성해 기존 급식소보다 지붕이 길어 급식소 안으로 비가 덜 들이치고 더 안락하다는 점이다. 또 소재로는 고무를 이용하여 급식소 다리가 부식되지 않으며, 나무색 목재로 제작해 주변 환경과 어우러지도록 꼼꼼히 신경썼다. 일반적으로 길고양이 급식소는 불특정 다수에 의해 스티로폼이나 벽돌 등 무분별한 형태로 제작되어 주변 미관을 해치기도 하고, 2차 쓰레기가 발생하는 등 환경오염 불편 민원이 발생하기도 한다. 또, 길고양이를 돌보고자 하는 지역 캣맘은 주변의 따가운 시선을 감수해야 하는 어려움이 있기도 하였다. 구는 이를 해결하기 위해 서초구 길고양이 중성화 자원봉사자와 함께 깨끗한 먹이 제공 및 급식소 주변 청결도 관리를 하고 있다. 구 관계자는 주민 생활불편을 예방하면서 길고양이들이 안락하게 먹이를 먹을 수 있어, 건전한 길고양이 돌봄 문화가 확산될 것으로 기대하고 있다. 한편, 구는 올해 77명의 길고양이 중성화 자원봉사자를 구성해 운영하며, 길고양이 중성화사업에 있어 서울시 자치구 최상위권의 실적을 내고 있다. 또 길고양이 뿐만 아니라, 동물보호조례 제정 및 유기견 입양 ‧ 교육기관인 서초동물사랑센터 개소, 동물보호명예감시원 운영 등 다양한 동물복지 정책을 추진해왔다. 조은희 서초구청장은 “서초구 길고양이 급식소 설치를 통해, 주민과 동물이 조화롭게 공존할 수 있는 성숙한 반려문화가 정착되길 바란다.”고 말했다.

    Corona Chuseok 'Kim Young-ran Act' announced an upward revision of the upper limit of agricultural and fisheries products futures from 100,000 won to 200,000 won.           A major Korean holiday, Chuseok (also known as Korean Thanksgiving), is coming at the end of the month (September 30 – October 2), and for this holiday season only, the Korean government has passed a temporary increase to the gifts threshold under the Anti-Graft Act.  The temporary increase applies only to gifts comprised of agricultural/fisheries products (described below), and the limit will increase from KRW 100,000 (approx. US$85) to KRW 200,000 (approx. US$170).  The increased limit is applicable from September 10 to October 4, 2020. As you may be aware, the Anti-Graft Act generally prohibits giving (1) anything of value to Public Officials (including officers and employees of government entities, state-owned enterprises, public entities, public or private media companies, public or private schools) when related to the Public Official’s duties, and (2) any benefit exceeding KRW 1 million per instance or KRW 3 million in aggregate per fiscal year when not related to the Public Official’s duties.   The Anti-Graft Act provides several exceptions, however, including for meals and gifts provided to facilitate the relationship or as a matter of courtesy (but not when there is a “directly pending matter”).  The meals limit is KRW 30,000 and the gifts limit is KRW 50,000, with a higher limit of KRW 100,000 for gifts comprised of at least 50% agricultural or fisheries products.  “Agricultural or fisheries products” are defined by statute and include, for example, boxes of fruit, meat, or fish, which are common holiday gifts; however, they do not include, for example, salt or certain processed foods. To address the difficulties within the agricultural and fisheries industries in light of the COVID-19 pandemic, the Anti-Corruption and Civil Rights Commission (ACRC; government entity overseeing the Anti-Graft Act) proposed a temporary increase to the limit for gifts comprised of agricultural and fisheries products, from KRW 100,000 to KRW 200,000.  It passed the State Council’s review on September 10, 2020, and will apply until October 4, 2020.

The nomination submitted by Christian Tybring-Gjedde, a member of the Norwegian Parliament, lauded Trump for his efforts toward resolving protracted conflicts worldwide. “For his merit, I think he has done more trying to create peace between nations than most other Peace Prize nominees,” Tybring-Gjedde, a four-term member of Parliament who also serves as chairman of the Norwegian delegation to the NATO Parliamentary Assembly, told Fox News in an exclusive interview. TRUMP ANNOUNCES PEACE AGREEMENT BETWEEN ISRAEL, UAE Tybring-Gjedde, in his nomination letter to the Nobel Committee, said the Trump administration has played a key role in the establishment of relations between Israel and the UAE. “As it is expected other Middle Eastern countries will follow in the footsteps of the UAE, this agreement could be a game changer that will turn the Middle East into a region of cooperation and prosperity,” he wrote. Also cited in the letter was the president’s “key role in facilitating contact between conflicting parties and … creating new dynamics in other protracted conflicts, such as the Kashmir border dispute between India and Pakistan, and the conflict between North and South Korea, as well as dealing with the nuclear capabilities of North Korea.” Tybring-Gjedde, further, praised Trump for withdrawing a large number of troops from the Middle East. “Indeed, Trump has broken a 39-year-old streak of American Presidents either starting a war or bringing the United States into an international armed conflict. The last president to avoid doing so was Peace Prize laureate Jimmy Carter,” he wrote. This is not Trump’s first such nomination, as Tybring-Gjedde submitted one along with another Norwegian official in 2018 following the U.S. president’s Singapore summit with Kim Jong Un. Japan’s prime minister reportedly did the same. Trump did not win. Tybring-Gjedde, a member of a conservative-leaning populist party in Norway, told Fox News that his latest nomination is not about trying to curry favor with the U.S. president. KUSHNER TOUTS PEACE AGREEMENT “I’m not a big Trump supporter,” he said. “The committee should look at the facts and judge him on the facts – not on the way he behaves sometimes. The people who have received the Peace Prize in recent years have done much less than Donald Trump. For example, Barack Obama did nothing.” The 2009 Nobel Peace Prize was awarded to then-President Barack Obama for what the Nobel Committee called his "extraordinary efforts to strengthen international diplomacy and cooperation between peoples." That decision made just nine months into Obama’s first term was met with criticism in the U.S. – including from Donald Trump, then a private citizen. Lech Walesa, Poland’s former president and a 1983 Nobel laureate, also said at the time it was too early to bestow the award on Obama -- just 263 days after taking office: “Too fast. For the time being Obama’s just making proposals. But sometimes the Nobel Committee awards the prize to encourage responsible action.” Even Obama was taken aback, saying at the time he was “surprised and humbled” by the Nobel Committee’s decision. “To be honest,” he said, “I do not feel that I deserve to be in the company of so many of the transformative figures who have been honored by this prize, men and women who’ve inspired me and inspired the entire world through their courageous pursuit of peace.” Besides Obama, three other U.S. presidents have won the Nobel Peace Prize: President Theodore Roosevelt in 1906 for “having negotiated peace in the Russo-Japanese war”; President Woodrow Wilson in 1920 for being the “leading architect of the League of Nations”; and President Jimmy Carter in 2002 for “his decades of untiring effort to find peaceful solutions to international conflicts.”

He also posted a video of the pair driving the car around an airfield. “Thanks for the visit, Elon!,” Diess wrote. “It was great driving the ID.3 with you! You were just quite critical with the available torque at higher speed. I told you: ‘Yes, we are on the runway – but no need for take off – it’s not a sports car.'” Musk was in Germany to visit a site near Berlin where Tesla’s European gigafactory is going to be built. Tesla will build a new version of the Model Y crossover at the factory, and may also build battery cells. Honda and General Motors last week announced a North American partnership that will see them share common vehicle platforms on the continent, including electrified and internal combustion propulsion systems. The partnership comes as carmakers are feeling the heat as they try to meet demands for cleaner vehicles.

Masayoshi Son, known for nurturing startups into tech giants, has plunked down billions for options in individual tech stocks in a Softbank-backed buying spree that appears to have helped pull the broader markets out of their COVID-related swoon, according to multiple reports on Friday. Softbank, which took an $18 billion loss in May tied to investments in Uber and WeWork, doled out more than $4 billion for large option positions in Amazon, Alphabet, Microsoft, and Tesla during the COVID market crash, according to the Wall Street Journal. The investments, some of which came from Son’s own pockets, represented exposure of $50 billion in a bid to profit if the stocks hit certain levels, the report said. Wall Street has been abuzz in recent weeks over the “Nasdaq Whale” as that exchange gained more than 60 percent between April and September amid a large volume of option buying. Now traders say Son may have been a big reason tech stocks have been on such a roll, defying trends in the larger economy. Companies like Elon Musk’s Tesla, for example, have more than doubled in value since July, before falling back a bit due to a two-day stock market rout that started on Thursday. Large tech stocks like Apple, Amazon, Facebook, Microsoft and Google’s parent company Alphabet represent about a quarter of the S&P 500 index. Apple is the largest company in the world by market capitalization at $2 trillion followed by Amazon and Microsoft at $1.6 trillion each. “It’s just insane that, out of the blue, one Japanese fund bought 24 tech stocks in a quarter,” said Thomas Thornton of Hedge Fund Telemetry. “And also bought billions in options just to juice up the positions.” Son — worth an estimated 30.2 billion, according to Forbes — is known in Silicon Valley for his sometimes eccentric personality, which has led to both extreme successes, like Alibaba, and failures, like WeWork. In a May presentation to analysts, he reportedlycompared himself to Jesus Christ when discussing SoftBank’s $18 billion loss by reminding Wall Street that “Jesus was also misunderstood and criticized.” It’s unclear if Softbank’s big adventure has come to an end, but the Nasdaq rally appears to have hit a wall. The tech index finished its worst week since March on Friday — falling 144.97 points or 1.3 percent to finish at 11313.13 — as tech stocks failed to rebound from a massive 5 percent decline on Thursday that cost the top 10 tech tycoons, including Jeff Bezos, Elon Musk and Bill Gates, a combined $44 billion in a single day. The tech rout led to pain in other indexes, too, with the S&P 500 ending Friday lower 28.10 points, or 0.8 percent, to 3426.96, and the Dow Jones industrial average losing 159.42 points, 0.6 percent, to close at 28133.31.
