  Evonik Korea establishes strategic partnership with CARIMA and BREEZM     Evonik Korea, CARIMA and BREEZM signed a Memorandum of Understanding(MoU) for strategic cooperation in Seoul, Korea. Mr. Thomas Choi, Korea Cluster Head, Mr. Kwangmin Kim, Vice President of CARIMA and Mr. Wooseok Sung, President of BREEZM, signed the relevant documents on behalf of the three parties. According to MoU, Evonik Korea will deepen cooperation and continue developing proper photopolymer resins. Furthermore, it will be a momentum to speed up the development of DLP 3D printing technology including photopolymer resins.    

• 하천 내 반려동물 운동·휴식 편의시설 설치 하천법 일부개정법률안 대표발의

      더불어민주당 김회재 의원(전남 여수시을)은 13일 하천 내 반려동물 편의시설을 설치할 수 있도록 하는 내용의 '하천법 일부개정법률안'을 대표 발의했다. 현행법 상 하천구역에서 가축을 방목·사육하는 행위는 금지되어 있다. 그러나 반려동물 가구가 늘어남에 따라 반려동물과 함께 하천을 이용하는 사례가 많아, 이들을 위한 별도의 휴식 등 편의시설이 필요하다는 지적이다. 이에 김 의원은 개정안을 통해 하천구역 내 반려동물 운동·휴식시설을 설치할 수 있도록 규제 조항을 일부 완화했다. 또한 이용 급증에 따라 발생할 환경 오염을 예방하기 위해 오염 실태 주기적 검사, 오염 우려지역 조치 명령 등도 개정안에 포함했다. 국무조정실은 올해 2월 규제개혁신문고에 접수된 국민 건의 중 하천 내 소규모 반려동물 놀이터 등 설치를 대표 사례로 선정해, 2022년까지 법 개정을 추진하겠다 밝힌 바 있다. 김회재 의원은 “반려동물 천만 시대에 많은 시민이 반려동물과 함께 생활하고 있다. 시민과 함께하는 반려동물도 불편함이 없도록 규제를 완화할 필요가 있다”고 지적했다.

• '개 식용 문제 논의를 위한 위원회' 운영 연장

             '개 식용 문제 논의를 위한 위원회'는 2021년 12월 9일 출범 후 4월 현재까지 개 식용 문제 해결을 위한 논의를 진행해 왔다.   그동안 활발한 논의를 통하여 개 식용 종식이 시대적 흐름이라는 인식에 공감대를 이루는 성과가 있었으나 아직 합의에는 이르지 못해, 추가적인 논의를 위해 위원회 운영을 2개월 연장하기로 결정하였다.   위원회는 운영 초기부터 개 식용 문제에 대해 이해관계자 등 참여자들 간에 입장 차이가 커서 상호 이해의 폭을 넓히는 것에 중점을 두어 운영하였다.   이에 따라 개 식용 문제 논의에 활용하기 위해 식용 목적 개 사육 현황 등을 조사했으며, 이는 식용 목적 개 관련 통계 자료가 없었던 상황에서 정부가 처음으로 조사했다는 의미가 있다. 또한 개 식용 관련 국민의 인식을 알아보기 위한 설문조사를 실시하였다.   한편 갈등관리 전문기관을 통해 참여 위원과 관련 업계 종사자 등에 대한 심층면접을 실시하여 종식시기, 지원방안 등 그들의 관심 사항과 대립되는 입장을 정확히 진단하여 갈등을 해결하기 위해 노력하였다.     아울러 대만의 개 식용 종식 관련 현지 전문가와 국제 화상회의를 통해 ‘대만의 종식 사례’를 파악하는 등 공감의 폭을 넓혔으며, 이외에도 ‘개 식용 관련 위생적 문제점’, ‘현행법 체계’ 등에 대한 전문가 발표와 논의를 통해 개 식용과 관련한 현 상황을 진단하고 이해를 도모하였다.   참고로 정부는 2021년 11월 25일 국무총리 주재로 ‘국정현안점검조정회의’를 개최하여 '개 식용 문제에 대한 사회적 논의 추진 방향'을 논의하였으며, 그 결과 사회적 논의기구를 관련 동물보호단체, 육견업계, 전문가, 정부 인사 등 21명으로 구성하여 개 식용 문제를 논의하기로 한 바 있다.   정광호 위원장은 "위원회 운영의 기본 원칙인 합의 정신을 실현하기 위해 육견업계와 동물보호단체 등의 입장을 발표할 수 있는 기회를 부여하는 등 충분한 시간을 가지고 논의하는 방식으로 위원회를 운영했으며, 개 식용 종식이 시대적 흐름이라는 인식을 같이하는 성과를 거두었다”라고 강조하면서, "앞으로 그동안 쌓은 위원 간 신뢰와 공감대를 바탕으로 대타협을 도출하기 위해 최선을 다하겠다”라고 밝혔다.

Mr. Lee Seung Soo  :   Infineon Korea respects Korean culture based on IFX head quarter’s structure. All employees are responsible for own work and we place a high value on exchanging necessary feedback each other. There’s a communication format called Leadership dialogue that not only the manager give feedback to the staffs, but the staffs also give feedback to their manager.  Infineon Korea is working on a campaign to call nickname instead of Korean title. Council members from workers are collecting feedbacks regarding all of company life and they put it on the table in labor-management council meeting. Mr. Lee Seung Soo:  Most working mothers should take care of both their family and work. They are used to doing two things same time and they know how to use their time efficiently. To finish the work in time, concentration and sensitivity are required. As such, working mothers have many strengths.  I think it’s important to experience various positions in one field if you have a goal to become a CEO. For example, If you’re working as engineer you can try sales position, if you’re working as sales you can try marketing position. Make your unique career focusing on the position what enable to catch the big flow of company’s moving forward. I look forward to meeting many woman CEOs soon. Reporter -  (The world economy has been stunned since the Pandemic.  Would you please highlight some of the real difficulties that currently surround your company industry as well as the future outlook of the industry?) Mr. Lee Seung Soo:  As many people know already Automotive semiconductor supply issue is very serious now days. Semiconductors account for 18% of the total cost of automotive electronics in 2000 but it’s 40% in 2020. The demand has increased significantly but only few foundry companies produce automotive semiconductor because it’s not profitable. It’s expected to continue overeating of automotive semiconductors for a while due to great interest of autonomous driving, electric vehicles and COVID pandemic. To counteract this problem, Infineon is doing the best to find good solutions for our customers. Reporter -  (Lastly, as a mentor who contributes so much to his community, please share with us any wisdom you may have for young job seekers) Mr. Lee Seung Soo:  We are living in an era of rapid change and COVID pandemic has made it harder to get a job. But the economic is slowly recovering and I believe there are opportunities even though it’s a difficult situation. It’s late if you start preparing when the good opportunity happened. You should decide the direction you want to go and make the qualifications and experience to match the job you want. If you decide a job you want to do, I’d like to recommend that you get information about the company you want to work as much as you can. It would be helpful that find the company’s management direction, changes in the industry and company’s outlook. Many companies want you if If you can clearly show your potential and your goals to contribute within the company.

• 농림축산식품부, 동물보호복지제도, 확 바뀐다, ｢동물보호법｣ 전부개정안이 국회 본회의를 통과

        농림축산식품부는 4월 5일 ｢동물보호법｣ 전부개정안이 국회 본회의를 통과했다고 밝혔다.   농식품부는 ｢2020~2024년 동물복지 종합계획｣에 담긴 입법 필요사항 등을 담아 ｢동물보호법｣ 전면 개정을 추진해 왔으며, 상임위(농해수위) 심사 과정에서 총 54건의 ｢동물보호법｣ 개정을 위한 의원 발의안이 통합 반영된 ｢동물보호법｣ 전부개정안이 국회 본회의를 통과했다.   이번 ｢동물보호법｣ 전부개정안의 주요 내용은 다음과 같다.     첫째, 동물학대행위자에 대한 수강명령 또는 치료프로그램 이수명령 제도를 도입하였다. 동물학대행위자에게 최대 200시간의 범위에서 상담, 교육 등을 이수하게 함으로써 동물학대 재발 방지를 위한 제도적 장치를 마련했다.   둘째, 개물림 사고 예방을 위해 맹견사육허가제를 도입하였다. 이제 맹견을 사육하려는 사람은 시·도지사에게 허가를 받아야 한다. 이때 기질평가를 거쳐 해당 맹견의 공격성 등을 판단한 결과를 토대로 사육허가 여부가 결정된다.   또한, 이제 현행법상 맹견*에 해당하지 않는 일반견도 사람·동물에게 위해를 가한 경우 시·도지사가 기질평가를 명할 수 있으며 그 결과에 따라 맹견으로 지정될 수 있다. 이 경우에도 맹견처럼 사육허가를 받아야 한다.   셋째,‘반려동물행동지도사’ 국가자격이 신설되어 개물림사고 방지 훈련 등에 관한 전문인력 양성 기반이 생긴다. 반려동물 행동분석, 평가, 훈련 등에 전문지식과 기술을 가진 사람은 시험 등을 거쳐 국가자격을 취득할 수 있다.   넷째, 민간동물보호시설 신고제를 도입한다. 지자체에서 직영 또는 위탁으로 운영하는 동물보호센터 외에 그동안 민간이 개별적으로 운영해왔던 ‘사설 동물보호소’가 제도권 내로 들어오게 된다. 이 경우 동물의 적정한 보호·관리 등을 위한 시설·운영 기준을 준수하여야 하며, 민간동물보호시설의 사육환경 개선 등을 위한 정부 지원도 확대될 계획이다.   다섯째, 동물인수제가 도입된다. 소유자가 사육을 포기한 동물을 지자체에서 인수할 수 있도록 하여 동물 유기 등이 발생하지 않도록 하려는 취지다. 다만, 무분별한 인수 신청을 막기 위해 사육 포기 사유는 장기 입원, 군 복무 등으로 엄격하게 제한된다.   여섯째, 동물실험을 심의·지도·감독하는 동물실험윤리위원회의 기능이 강화된다. 최초 심의받은 사항에서 실험동물 마릿수 증가 등 중요한 사항이 변경되는 경우 위원회의 변경심의를 받아야 하며, 위원회는 심의를 받지 않은 동물실험이 진행되고 있는 경우 즉시 해당 실험의 중지를 요구할 수 있다.   일곱째, 동물복지축산인증제가 한층 개선된다. 인증 유효기간(3년)과 갱신제도가 마련되고, 허위·유사 표시 금지규정 등이 신설된다. 외부 전문기관에 인증 업무를 위탁할 수 있는 근거도 마련됐다.     끝으로, 반려동물 관련 영업 체계가 개편된다. 동물수입업·판매업·장묘업이 등록제에서 허가제로 전환되며, 불법 영업에 대한 처벌도 한층 강화된다. 건전한 반려동물 유통질서를 확립하기 위한 동물생산업·수입업·판매업자의 거래내역 신고제도 마련된다.   이번 ｢동물보호법｣ 전부개정안은 국무회의, 대통령 재가를 거쳐 공포될 예정이며, 공포 후 1년이 경과한 날부터 시행된다. 다만, 맹견사육허가제, 반려동물행동지도사, 동물복지축산인증제 개편 등은 제도 시행을 위한 준비기간을 감안하여 공포 후 2년이 경과한 날부터 시행될 예정이다.   농식품부 김원일 농업생명정책관은 “올해는 ｢동물보호법｣이 제정(1991년)된 지 31주년을 맞는 해로, 동물보호·복지에 대한 변화된 국민 인식이 이번 ｢동물보호법｣ 전부 개정을 통해 제도적으로 반영될 것으로 기대된다며, 앞으로 하위법령 개정에 만전을 기할 계획이다.”라고 밝혔다.

• 저소득층‘반려동물 장례’지원 추진…서울시-동물장례협회-21그램그룹 협약

  좌-(사)한국동물장례협회 협회장 직무대행 박정훈 가운데-서울특별시 시민건강국장 박유미 우-(주)21그램그룹 대표이사 권신구      서울시는 (사)한국동물장례협회, ㈜21그램그룹과 '생명존중 문화 함양과 동물 장례문화 활성화 업무협약'을 3.29일 체결하고, 오는 5월부터 2년간 ‘저소득층 시민 대상 반려동물 장례’를 지원한다. 이번 ‘반려동물 장례’ 지원대상은 국민기초생활수급자와 차상위계층이다. 민·관 협력을 통해 반려동물 사망시 동물사체를 바로 버리지 않고 장례를 치를 수 있도록 ‘동물사체 수습키트’를 제공하고, 시민의 비용 부담을 줄이기 위해 ‘동물 장례비용’을 지원할 예정이다. 협약에 따라 (사)한국동물장례협회(협회장 직무대행 박정훈)는 대상 시민의 반려동물 장례비 부담을 줄이기 위해 회원사 동물장묘업체의 비용 할인을 적극 추진한다. 5월부터 3곳 회원사가 동물장례비용 5만원씩을 할인하며, 참여 업체는 계속 늘려갈 계획이다. 반려동물 사체 무게가 15kg미만인 경우, 저소득층의 부담금은 20만원이며, 15kg이상은 40만원이다. 현재 참여업체 3곳은 각각 서울의 동북, 서쪽, 동남쪽 외곽에 위치해 시민 이용이 원활할 것으로 보인다. 업체는 ▴더고마워(경기 양주시 광적면 부흥로 145), ▴마스꼬다휴(경기 김포시 통진읍 이개봉로 681번길 73-20), ▴21그램 경기 광주점(경기 광주시 오포읍 매지리길 185-35) 이다. ㈜21그램그룹(대표이사 권신구)은 현재 시중에서 12,800원에 판매 중인 ‘동물사체 수습키트’를 지원대상 시민을 위해 연 3,000개 이상 무료로 제공한다. 수습키트에는 세정티슈와 거즈, 운구용 방수가방, 반려동물 사체 수습방법, 장례절차, 동물등록 말소 절차 등을 알려주는 가이드북이 담겨 있다. 서울시는 갑작스러운 반려동물 사망 시 대처 등에 대한 교육과 동물장례 문화 활성화를 위한 홍보를 추진할 계획이다. 시는 현재 반려동물이 죽었을 경우, 동물사체가 종량제쓰레기 봉투에 넣어져 폐기물로 처리될 수 있는 현행법령이 적용됨에 따라 반려동물을 가족으로 여기는 시민 정서와 괴리감이 있고, 아직은 서울시내에 동물장묘업체가 없는 상황에서 취약계층 시민의 동물장례가 어려운 점을 고려해 우선 지원한다고 밝혔다. ’21년 서울시 동물보호 시민인식조사 결과, 반려동물의 사체처리 경험은 동물장묘시설 46.8%, 동물병원 21.4%, 종량제봉투(생활폐기물) 13.1%, 기타(불법매장 등) 18.7% 순으로 나타났다. 박유미 서울시 시민건강국장은 “이번 협약으로 저소득층이 또 하나의 가족인 반려동물의 마지막 길을 잘 배웅하고, 합법적인 장례를 치를 수 있기를 바란다.”며 “반려동물 사체를 생활폐기물로 처리하는 안타까운 사례를 줄이고 올바른 동물장례 문화를 확산해 나가겠다.”고 말했다.

• 점점 커지는 반려동물 시장, 기능성 사료가 뜬다!

         특허청에 따르면, 동물사료 전체 특허출원은 ‘11년부터 ’20년까지 연평균 10% 증가하며 꾸준한 증가세를 보이고, 반려동물용 기능성 사료는 연평균 37% 증가하여 상향세를 보이고 있다. 동물사료 전체 특허출원 중 반려동물용 기능성 사료의 특허출원은 ‘15년에 18%, ‘17년에 27%, ’19년에 33%를 차지하며 점점 확대되고 있다. 반려동물용 기능성 사료의 세부기술별 특허출원은, 사료원료에서 51%, 첨가물(식품팩터) 22%, 동물개별 맞춤형 사료 14%, 사료형성/가공기술 13%, 사료보존기술 순으로 나타났다.  사료원료 전체 특허출원은 연평균 36% 증가하였으며(‘11~’20), 누적 출원수는 식물기원원료가 45%로 가장 많았고, 그 다음으로 동물기원원료 30%, 미생물 효소 원료가 25% 순이었다. 형태별 특허출원은 보관성이 우수한 건사료 비율이 76%로 압도적이었으며, 이외 반건사료와 습식사료가 각각 12%로 나타났다. 반려동물 종류는 개/고양이 70%, 곤충 17%, 수중생물 3% 순이었으며, 개/고양이의 비율은 개 64%, 고양이 36%로 나타났다. 기능성별로는, 면역개선이 28%, 비만방지 25%, 기호성 증진 11%, 악취 방지 11%, 영양보충 10%, 건강유지 8%, 피모건강개선 6%, 장 기능 개선 3%를 차지하였고, 이 밖에 구강 건강 개선, 뼈 건강 개선, 스트레스방지, 관절 건강 개선, 염증방지 목적 등이 있었다. 출원인 분포는 내국개인이 41.1%, 중소기업 33.1%, 외국법인 9.22%, 교육기관(대학)이 7.57%를 차지하였다. 특허청 전체 특허출원 중 내국개인이 차지하는 비율이 평균 19.8%인 점에 비추어 볼 때(‘17~’20), 반려동물 기능성 사료 분야의 내국개인에 의한 출원비율이 높다. 이는 1인 반려가구의 증가로 인하여 특허기술을 기반으로 하는 1인 기업 및 중소기업의 창업이 증가했기 때문으로 보인다. 특허청 식품생물자원심사과 김정희 심사관은 "국내 펫케어 시장의 성장 잠재력을 고려할 때, 반려동물 건강관리(헬스케어) 관련 특허출원의 상승세는 향후에도 지속될 것으로 예상되고, 반려동물 기능성 사료 특허출원의 대부분을 차지하는 개인발명가, 중소기업에 대하여 관계기관의 금융지원 및 특허창출지원이 기대된다.”고 말했다.

• 반려동물의 보호 및 복지 정책 마련 '반려가족 문화 정착을 위한 정책토론회'개최

                  4월 1일 15시, 화성상공회의소 세미나실에서 '반려가족 문화 정착을 위한 정책토론회'를 개최한다. 이번 토론회는 반려동물의 보호·복지를 위해 화성시 반려가족과가 신설됨에 따라, 반려가족 정책 및 문화에 대한 현 상황을 진단하기 위해 마련되었다. 며 관련 전문가와 시민들의 의견을 수렴하고 향후 정책추진 방향을 모색하기 위해 마련된 자리이다. 주제발표는 한국성서대학교의 김성호 교수와 동물보호단체인 동물권행동 카라의 조현정 활동가가 맡아 반려가족 문화 현상 분석과 문제 인식 그리고 해결을 위한 중장기 과제에 대해 발표한다. 이후 종합토론은 좌장을 맡은 장안대학교 오희경 바이오동물보호과 학과장의 주재로 진행 계획이다. 토론 패널로는 농림축산식품부 김지현 동물복지정책과장, 화성시 박태경 일자리정책국장, 용인시 정찬승 동물보호과장, KSD문화원 이승주 사무국장, 김서영 화성갑 동물복지위원장이 참석하며 국내 동향과 사업 추진 현황 및 향후 계획 등에 대해 심층 토론을 진행할 예정이다. 특별히, 올해 1월에 전국 최초로 화성시가 반려동물을 전담할 뿐만 아니라‘반려가족’이라는 표현을 사용하는 부서인 ‘반려가족과’를 신설한 만큼, 이번 정책토론회를 통해 지역사회를 넘어 전국적인 반려가족 문화 정착의 로드맵이 제시될 것으로 기대된다. ▲ 사진=더불어민주당 송옥주 의원(경기 화성갑) 송옥주 국회의원은 “반려가족과 함께하는 대한민국 국민이 어느새 1,500만 명을 넘어가고 있지만, 반려가족 문화가 아직 우리 사회에 뿌리내리지 못했다”며 “시민분들의 많은 참여와 관심을 부탁드리며, 저도 반려가족과 함께 어울려 사는 사회를 위해 경청하며 앞장서겠다”고 밝혔다.

• 전국 위탁 동물보호센터 운영실태 점검 실시

    농림축산식품부는 동물보호센터의 관리를 강화하고자 3월 28일부터 4월 29일까지 한 달간 위탁 동물보호센터의 운영실태를 전수 점검할 계획이다.   각 지자체는 동물보호법에 따라 유실·유기 동물의 구조·보호를 위해 동물보호센터를 설치(직영) 또는 지정(위탁) 하도록 되어 있고, 현재 전국에 233개의 동물보호센터를 직접 또는 위탁 운영하고 있다.   최근 일부 지자체 동물보호센터의 관리부실 문제가 제기되어 지난 2월 직영센터 61개소에 대하여 농식품부와 지자체가 합동 일제점검을 실시하였고, 이번에는 위탁센터 170개소에 대하여 교차 합동점검을 실시한다.   이번 점검은 시·군·구 담당자를 2인 1조로 편성하여 관할지역 내 위탁센터를 교차 점검하게 되며, 동물보호법령이 규정하고 있는 시설기준 및 준수사항 이행 여부와 센터 운영에 따른 보호비용 청구가 적정한지를 점검할 계획이다.   점검 결과 운영상 미흡한 위탁센터에 대해서는 시정명령, 이행계획을 수립하게 하고 반기별 이행상황을 확인하여 조속히 개선되도록 할 계획이며, 동물보호법 제15조제7항에 따라 지정 기준 미준수, 보호비용 부정 청구, 동물학대 등에 해당되는 경우에는 위탁센터 지정을 취소할 방침이다.   참고로 지난 2월에 실시한 직영센터 61개소의 점검결과 대부분의 직영센터는 시설기준과 준수사항을 이행하고 있었으나, 격리실 소독조 미설치 등의 일부 미흡한 부분이 있어 현장에서 시정조치하고 보완하도록 하였다.   농식품부 김지현 동물복지정책과장은 "직영센터에 이어 이번 위탁센터의 일제점검을 통해 모든 동물보호센터의 동물보호 여건이 개선될 수 있을 것으로 예상되며, 미흡한 사항에 대해서는 바로 보완 조치하여 보호 중인 동물의 복지가 제고되도록 지도하겠다”라고 밝혔다.

• 서울시, 도심 내 ‘유기동물 입양카페’·자치구 직영센터 확충 동물입양 제고

  발라당 입양카페의 유기견들     서울시는 최근 3년간 유기동물 수가 31.8% 대폭 감소(’18년 8,200마리→’21년 5,600마리)한 가운데, 시민이 더 쉽게 동물을 입양할 수 있도록 ‘도심 내 유기동물 입양지원시설’을 확대 운영한다. 시는 그간 시민이 안심하고 유기동물을 입양할 수 있도록 입양 전 건강검진, 중성화수술 등 의료지원, 입양 후 동물보험 가입, 입양 전·후 동물교육 등을 지원해 왔다. 그 결과, 유기동물의 안락사율은 ’18년 24%에서 ’21년 9% 수준으로 크게 감소했으며, 입양률은 ’18년 32%에서 ’21년 39% 수준으로 증가했다. 먼저, 시는 동물보호단체 ‘동물과 함께 행복한 세상’과 함께 3월부터 동대문구 제기동에 유기동물의 보호와 입양 상담을 위한 ‘발라당 입양카폐’(동대문구 약령중앙로 10길 9, 7층) 운영을 개시했다. ’21년 4월부터 시범적으로 운영한 민․관 협력 형태의 ‘발라당 입양카페’는 작년 120마리의 유기 동물을 보호․입양을 추진하는 성과를 거뒀다. 시는 입양시설 확대·이전을 위해 올 1~2월은 휴장하다 3월에 문을 열었다. ‘발라당 입양카페’는 유기동물을 만나고 싶은 시민 누구나 이용할 수 있다. 매월 셋째 주 토요일에는 지역주민 대상으로 소규모 입양 파티를 개최한다. 바자회, 산책 행사 등 다양한 입양 활동을 진행하며 유기동물에 대한 편견을 개선해 나갈 계획이다. 시는 현재 25개 자치구가 지정한 동물보호센터 중 원거리에 있는 유기동물보호소의 입양률(33.6%)이 도심 소재 보호시설 입양률(54.5%)보다 저조하고, 시민들이 반려동물 구매시 ‘유기동물 입양’은 약 14% 로 낮게 나타나, 도심 내 유기동물 입양시설 확충이 필요하다고 설명했다. ’21년 서울서베이에서 서울시민이 반려동물을 구입하는 경로를 조사한 결과, 지인을 통해 입양 54.3%, 펫샵에서 구매 23.7%이다. 특히, 시는 ‘자치구 직영 유기동물 입양센터’를 확충하기 위해 조성비를 지원할 예정이다. 이를 위해 자치구를 대상으로 올 8월까지 지원사업 공모를 추진한다. 또한, 자치구 입양센터의 동물 의료지원을 강화하기 위해 ‘서울동물복지지원센터’도 지속 확충할 계획이다. 현재 자치구 입양센터는 3곳(강동리본센터, 서초사랑센터, 노원반려동물문화센터)이며, 시 직영 동물복지지원센터는 2곳(마포센터, 구로센터)이다. 박유미 서울시 시민건강국장은 “서울시 유기동물 수가 급감한 것은 시민의 생명존중 인식 수준이 높아지고, 유기동물 지원사업도 적극 추진한 결과로 보인다.”며, “서울시는 앞으로도 시민이 손쉽게 유기동물과 만날 수 있는 입양지원시설을 조성해 유기동물 입양문화가 더욱 확산될 수 있도록 노력하겠다.”고 말했다.

  한국무역협회     전 세계 35 개 이상의 화장품 제조업체, 산업 단체 및 동물보호단체는 동물대체시험(비동물시험) 촉진을 목적으로 하는 ‘화장품안전국제협력(International Collaboration on Cosmetics Safety, ICCS)‘ 조직을 설립했다. 뉴욕에 사무소를 두고 있는 글로벌이니셔티브 ICCS 는 화장품, 퍼스널케어 및 그 성분에 대한 동물대체 안전성평가 채택을 위해 자금을 지원하며, 동물대체시험 가속화를 위한 규제기관에 대한 압력이 증가하는 가운데 설립됐다. 2월 8일 발표된 ICCS 의 목표는 아래와 같다. - 비동물시험 안전성 평가방법 평가 및 개발 - 평가결과 규제기관과 공유 - 비동물시험의 채택 가속화를 위한 산업계 교육 및 훈련 제공 유럽화장품협회(Cosmetics Europe)에 따르면, 이미 많은 프로젝트가 ICCS 를 통해 진행되고 있으며, 최근 미국은 개인위생용품에 대한 대부분의 동물실험을 단계적으로 중단하는 의회 권고 및 화장품 법안이 채택된 바 있다. 캐나다 정부 또한 신규물질에 대한 동물실험을 줄이기 위한 규제 개정을 검토하고 있으며, 캐나다화장품협회(Cosmetics Alliance Canada, CAC)는 2023년 동물대체세계대회(Animal Alternatives World Congress)를 개최할 예정이다. • 하천 내 반려동물 운동·휴식 편의시설 설치 하천법 일부개정법률안 대표발의

      더불어민주당 김회재 의원(전남 여수시을)은 13일 하천 내 반려동물 편의시설을 설치할 수 있도록 하는 내용의 '하천법 일부개정법률안'을 대표 발의했다. 현행법 상 하천구역에서 가축을 방목·사육하는 행위는 금지되어 있다. 그러나 반려동물 가구가 늘어남에 따라 반려동물과 함께 하천을 이용하는 사례가 많아, 이들을 위한 별도의 휴식 등 편의시설이 필요하다는 지적이다. 이에 김 의원은 개정안을 통해 하천구역 내 반려동물 운동·휴식시설을 설치할 수 있도록 규제 조항을 일부 완화했다. 또한 이용 급증에 따라 발생할 환경 오염을 예방하기 위해 오염 실태 주기적 검사, 오염 우려지역 조치 명령 등도 개정안에 포함했다. 국무조정실은 올해 2월 규제개혁신문고에 접수된 국민 건의 중 하천 내 소규모 반려동물 놀이터 등 설치를 대표 사례로 선정해, 2022년까지 법 개정을 추진하겠다 밝힌 바 있다. 김회재 의원은 “반려동물 천만 시대에 많은 시민이 반려동물과 함께 생활하고 있다. 시민과 함께하는 반려동물도 불편함이 없도록 규제를 완화할 필요가 있다”고 지적했다.

• '개 식용 문제 논의를 위한 위원회' 운영 연장

             '개 식용 문제 논의를 위한 위원회'는 2021년 12월 9일 출범 후 4월 현재까지 개 식용 문제 해결을 위한 논의를 진행해 왔다.   그동안 활발한 논의를 통하여 개 식용 종식이 시대적 흐름이라는 인식에 공감대를 이루는 성과가 있었으나 아직 합의에는 이르지 못해, 추가적인 논의를 위해 위원회 운영을 2개월 연장하기로 결정하였다.   위원회는 운영 초기부터 개 식용 문제에 대해 이해관계자 등 참여자들 간에 입장 차이가 커서 상호 이해의 폭을 넓히는 것에 중점을 두어 운영하였다.   이에 따라 개 식용 문제 논의에 활용하기 위해 식용 목적 개 사육 현황 등을 조사했으며, 이는 식용 목적 개 관련 통계 자료가 없었던 상황에서 정부가 처음으로 조사했다는 의미가 있다. 또한 개 식용 관련 국민의 인식을 알아보기 위한 설문조사를 실시하였다.   한편 갈등관리 전문기관을 통해 참여 위원과 관련 업계 종사자 등에 대한 심층면접을 실시하여 종식시기, 지원방안 등 그들의 관심 사항과 대립되는 입장을 정확히 진단하여 갈등을 해결하기 위해 노력하였다.     아울러 대만의 개 식용 종식 관련 현지 전문가와 국제 화상회의를 통해 ‘대만의 종식 사례’를 파악하는 등 공감의 폭을 넓혔으며, 이외에도 ‘개 식용 관련 위생적 문제점’, ‘현행법 체계’ 등에 대한 전문가 발표와 논의를 통해 개 식용과 관련한 현 상황을 진단하고 이해를 도모하였다.   참고로 정부는 2021년 11월 25일 국무총리 주재로 ‘국정현안점검조정회의’를 개최하여 '개 식용 문제에 대한 사회적 논의 추진 방향'을 논의하였으며, 그 결과 사회적 논의기구를 관련 동물보호단체, 육견업계, 전문가, 정부 인사 등 21명으로 구성하여 개 식용 문제를 논의하기로 한 바 있다.   정광호 위원장은 "위원회 운영의 기본 원칙인 합의 정신을 실현하기 위해 육견업계와 동물보호단체 등의 입장을 발표할 수 있는 기회를 부여하는 등 충분한 시간을 가지고 논의하는 방식으로 위원회를 운영했으며, 개 식용 종식이 시대적 흐름이라는 인식을 같이하는 성과를 거두었다”라고 강조하면서, "앞으로 그동안 쌓은 위원 간 신뢰와 공감대를 바탕으로 대타협을 도출하기 위해 최선을 다하겠다”라고 밝혔다.

Mr. Lee Seung Soo:  As many people know already Automotive semiconductor supply issue is very serious now days. Semiconductors account for 18% of the total cost of automotive electronics in 2000 but it’s 40% in 2020. The demand has increased significantly but only few foundry companies produce automotive semiconductor because it’s not profitable.   경희대 교양학부, 후마니타스칼리지에 '반려동물과 동물권' 강의를 개설해..... 경희대는 교양학부인 후마니타스칼리지에 '반려동물과 동물권' 강의를 개설해 오는 2학기부터 운영한다고 1일 밝혔다. 강의계획서에 따르면 학생들은 강의 전반부에는 올바른 반려동물 기르기, 실생활에서도 쓸 수 있는 동물 행동 교정 방법 등을 배운다. 중간고사 이후에는 유기동물, 가축과 살처분, 동물원 내 동물, 실험동물 등 동물권과 관련한 여러 문제에 대해 발표하고 조별로 토론하는 방식으로 강의가 진행된다. '반려동물과 동물권' 강의는 학생들이 신설을 원하는 교양 강좌를 스스로 설문 조사해 학교에 요청하면 검토를 거쳐 강좌를 마련하는 '배움학점제'로 개설됐다. 경희대 관계자는 "그간 동물 관련 학과가 있는 대학은 많았지만, 누구나 들을 수 있는 교양 강의로 동물권 관련 수업을 개설한 경우는 드물었다"며 "학생들의 반응이 좋을 경우 앞으로도 계속해서 운영할 계획"이라고 했다.

Evonik as part of a consortium of companies, has developed a lighter and more cost-effective battery concept for e- mobility solutions. The new holistic battery system concept offers the automotive industry a safer and more energy efficient lightweight alternative to the heavier metal-based, or higher priced carbon fiber-reinforced plastics. Although millions of electric cars and plug-in hybrids are already on the roads worldwide, there are still no generally applicable standards for the individual components. However, significant efforts are currently being made to standardize individual vehicle assemblies and establish a cross-market component standard. Increasing the range of the vehicles by improving the storage capacity of the batteries and efficient energy recovery is currently one of the main areas of focus. In addition, reducing the weight of the individual vehicle components can also help to reduce the amount of energy required to overcome driving resistance (e.g. tire rolling, gradient, acceleration). To this end, Evonik, Forward Engineering, LION Smart, Lorenz Kunststofftechnik and Vestaro (a joint venture of Evonik and Forward Engineering), began working together on a modular- multi-material approach at the end of 2019. Today, the partnership has developed a brand-independent, cost-effective solution that significantly reduces the weight of the battery housing by approximately 10 percent compared to other commonly used material combinations, without any loss in mechanical properties. Developed for three different battery-sizes, 65kWh, 85 kWh and 120 kWh for use in various vehicles sizes and class, one of the key elements of the new battery concept is the glass fiber (GF)- Sheet Molding Compound (SMC) cover. Based on the high-performance epoxy curing agent VESTALITE® S from Evonik, the new SMC delivers the performance levels of the previous metal-based battery enclosures, while being significantly lighter than the current more cost-prohibitive SMC Materials. “Battery modules and their housing has become a key area for improving the performance, efficiency and affordability of modern electric vehicles,” said Dr. Leif Ickert, Marketing Manager Composites and Adhesives, Evonik Operations GmbH & Managing Director, Vestaro GmbH. “Composite technologies provide strength and versatility, so offer a very promising solution for future battery system concepts. Our new glass fiber-reinforced SMC delivers the performance and economic benefits the automotive industry requires to push ahead with the next generation of sustainable e-mobility concepts.” The glass-fiber-reinforced epoxy SMC has excellent mechanical properties including flexural and impact strength, and by using epoxy resin instead of the usual polyester resin, other problems often encountered during downstream processing of glass-fiber- reinforced SMC materials have been eliminated. Additionally, it meets all specifications regarding fire resistance and is easy to process even when complex geometries are demanded. The entire concept was successfully tested for suitability for series production and safety even under extreme conditions.
