한국고용노동교육원이 지난해에 이어 올해에도 전국 중.고등학생을 대상으로 노동인권교육을 실시한다.
교육원은 지난 2월 17일부터 2월 24일까지 전국 중.고등학교 및 청소년 단체를 대상으로 노동인권교육 신청을 받았다.
신청 학교.단체 중 상대적으로 교육기회가 부족한 지역 및 취약청소년을 우선적으로 지원할 예정이며, 최종적으로 약 850학급, 5만여 명을 선정하여 대상학교에 3월 5일 통보할 계획이다.
올해 선정된 학교·단체에는 청소년이 알아야 할 기초적인 노동법 교육 외에도 ‘노동의 가치와 직업윤리’, ‘노동인권 감수성 깨우기’, ‘직장 내 괴롭힘 및 성희롱 예방과 대처방안’ 등 노동인권 보호와 감수성 향상을 위한 새롭고 다양한 교과목을 신규과정으로 지원한다.
교육원은 노동인권교육이 단순 강의식 수업에서 벗어나, 학생들이 관심과 흥미를 느낄 수 있도록 역할연기 등 참여형 수업을 지향하고 있으며, 코로나19로 인한 학교의 비대면 수업을 지원하기 위해「실시간 화상 교육」방식의 노동인권 교육을 병행하여 실시할 예정이다.
노광표 원장은 “노동인권교육에 대한 각급 학교의 많은 관심과 적극적인 참여에 감사드린다.”라면서 “청소년이 노동에 대한 가치를 인식하고 노동인권 감수성을 향상시켜 노동인권이 존중되는 밝은 우리 사회를 만들기 위해 최선을 다하겠다.”라고 밝혔다.
[단독] 4차 재난지원금 소상공인 버팀목 프러스 ,1인당 최대 1천만원 받을수 있다.
'소상공인·고용취약계층 긴급 피해지원금' 항목이다.
이 중 대부분인 6조 7천억원이 집합 금지와 제한 등 코로나19 방역 조치로 피해를 본 소상공인들에게 지급되는 '버팀목자금 플러스'다.기존 버팀목자금 지급과 관련해 지적됐던 사각지대를 해소하고 형평성 또한 높이면서 지원 대상 사업체 범위가 기존 280만 개에서 385만 개로 대폭 확대됐기 때문이다.◇4차 지원금 지급 대상 사업체, 3차 지원금보다 105만 개 늘어그러나 4차 재난지원금의 버팀목자금 플러스는 지급 대상이 '중소기업기본법'상 '소기업'으로 넓어졌다.다만, 소기업에는 매출액 기준이 적용되는데 대표적인 소상공인 업종인 '숙박 및 음식점업'의 경우 연 매출액이 10억원을 넘으면 지급 대상에서 제외된다.
반면, '예술, 스포츠 및 여가 관련 서비스업'은 연 매출액 30억원까지 지급 대상이 될 수 있다.◇종업원 '5인 이상'도 지원, 일반업종 매출 한도 10억으로 상향3차 재난지원금 지급 대상이 확정된 지난해 12월 이후 새로 창업한 업체도 버팀목자금 플러스 지급 대상이 되는데 정부는 그 규모를 33만 7천 개로 예상했다.

집합금지 경우 올해 들어서도 금지 조치가 지속하면 '집합금지(연장)'으로, 금지 조치가 제한 조치로 하향됐으면 '집합금지(완화)'로 분류된다.
지원 유형이 5개로 세분되면서 지원 단가도 상향됐다.버팀목자금 플러스는 집합금지(연장) 500만원, 집합금지(완화) 400만원, 집합제한 300만원, 일반(경영위기) 200만원, 일반(매출감소) 100만원이다.한 사업자가 운영하는 사업장이 2개면 지원 금액이 50% 추가되고, 3개면 80%, 4개 이상은 100% 증액된다.◇집합 금지·제한 업종 전기요금 각각 50%와 30% 3개월 감면이전 버팀목자금은 집합 금지와 제한 업종 경우 매출 증감 여부와 상관없이 지급 대상이 됐다.집합 금지와 제한 업종 소상공인들에게는 전기요금 감면 혜택도 주어진다.정부는 전기요금 감면액이 금지 업종 평균 28만 8천원, 제한 업종 평균 17만 3천원으로 전체 규모는 2천억원을 넘을 것으로 예상하고 있다.
문 : 소상공인 지원금, 최대 얼마인가?
답 : 집합금지·제한 등 업종별로 나눠 현금 지원하는 소상공인 피해지원(버팀목자금 플러스)는 최대 500만원이다. 여기에 전기요금 지원 최대 180만원을 추가하면 최대 680만원이라고도 볼 수 있다.
문 : 소상공인 지원금, 누구에게 얼마나 주나?
답 : 소상공인 버팀목자금 플러스는 피해 정도 등에 따라 5구간으로 나눠 최대 100만~500만원씩 지급한다. 이때 집합금지·제한 구분은 지역별 방역조치에 따라 달라질 수 있다는 점에 유의해야 한다.먼저, 집합금지가 올 1월 2일 방역지침 이후에도 연장된 11개 업종 약 11만5000곳에는 1곳당 500만원을 지원한다. 노래연습장, 실내체육시설, 실내스탠딩 공연장, 직접판매홍보관, 유흥주점, 단란주점, 감성주점, 헌팅포차, 콜라텍, 홀덤펍, 파티룸 등(수도권 기준)이다. 1월 2일 방역지침에 따라 집합금지가 금지제한으로 완화됐던 학원, 겨울스포츠시설 2종은 1곳당 400만원을 지원받게 됐다. 2월 14일까지 집합제한 조치가 지속된 10종(수도권 기준)에는 300만원씩 지급한다.업종 평균 매출이 20% 이상 감소한 경영위기 업종은 세부 목록이 아직 확정되지 않았다. 정부 관계자는 "추후 중소벤처기업부 사업 공고 시 확정될 예정"이라고 말했다. 여행업, 공연업 등이 대상으로 거론된다.
일반업종의 경우 사업체별 매출 감소 여부를 따져 100만원씩 지급한다. 국세청 부가가치세 매출 신고 기준으로 2019년 대비 2020년 매출 감소 여부를 확인한다.
버팀목자금 플러스 개요 /기획재정부 제공
문 : 한 사람이 사업장을 여러 개 운영하면 1곳만 주나?
답 : 아니다. 작년 버팀목자금과 달리 이번에는 1인이 여러 사업장 운영 시 지원금액의 최대 2배까지 지급하기로 했다. 예컨대 사업장 2개 운영 시 지원금액의 150%, 3개 운영 시 180%, 4개 이상 운영 시 200% 지급하는 식이다.
문 : 상시근로자, 매출한도가 달라졌다는데.
답 : 이번 추경부터는 상시근로자 수 5인 이상 소상공인도 지원한다. 일반업종 매출한도도 기존 4억원에서 10억원으로 상향한다.다만, 소기업 매출 한도를 넘어가면 지원하지 않는다. 중소기업기본법 시행령 별표 3은 업종별 소기업 3년 평균 매출 기준을 명시하고 있다. 업종에 따라 10억~120억원이다.
문 : 언제 받을 수 있나?
답 : 지금부터는 국회의 시간이다. 정부는 오는 4일 국회에 추경안을 제출한다. 국회가 추경안을 3월 중순께 처리한다고 가정하면 버팀목자금 플러스는 3월 말께 문자 발송 및 지급을 개시할 수 있을 것이라는 게 정부의 설명이다.
문 : 전기요금 감면은 얼마나 해주나?
답 : 정부는 방역조치 대상 업종 소상공인 115.1만곳의 전기요금을 3개월간 30~50% 감면해주기로 했다. 집합금지는 50%, 집합제한은 30%다. 최대 180만원 한도다.
문 : 이밖에 취약계층을 대상으로 한 생계지원은?
답 : 정부는 소득감소 등으로 생계에 어려움을 겪는 한계근로빈곤층 80만 가구 대상으로 가구당 50만원의 한시생계지원금을 지급하기로 했다.학부모 실직‧폐업 등으로 어려움을 겪는 대학생 1만명에게는 5개월간 250만원의 특별 근로장학금을 지급할 예정이다.
문 : 노점상에게도 준다는데.
답 : 지방자치단체 등 관리 노점상에 대해 사업자 등록을 전제로 소득안정자금을 1곳당 50만원 주기로 했다. 전국 4만곳으로 추정된다.

Essen, Germany. Evonik as part of a consortium of companies, has developed a lighter and more cost-effective battery concept for e- mobility solutions. The new holistic battery system concept offers the automotive industry a safer and more energy efficient lightweight alternative to the heavier metal-based, or higher priced carbon fiber-reinforced plastics.
Although millions of electric cars and plug-in hybrids are already on the roads worldwide, there are still no generally applicable standards for the individual components. However, significant efforts are currently being made to standardize individual vehicle assemblies and establish a cross-market component standard.
Increasing the range of the vehicles by improving the storage capacity of the batteries and efficient energy recovery is currently one of the main areas of focus. In addition, reducing the weight of the individual vehicle components can also help to reduce the amount of energy required to overcome driving resistance (e.g. tire rolling, gradient, acceleration).
To this end, Evonik, Forward Engineering, LION Smart, Lorenz Kunststofftechnik and Vestaro (a joint venture of Evonik and Forward Engineering), began working together on a modular- multi-material approach at the end of 2019. Today, the partnership has developed a brand-independent, cost-effective solution that significantly reduces the weight of the battery housing by approximately 10 percent compared to other commonly used material combinations, without any loss in mechanical properties.
Developed for three different battery-sizes, 65kWh, 85 kWh and 120 kWh for use in various vehicles sizes and class, one of the key elements of the new battery concept is the glass fiber (GF)- Sheet Molding Compound (SMC) cover. Based on the high-performance epoxy curing agent VESTALITE® S from Evonik, the new SMC delivers the performance levels of the previous metal-based battery enclosures, while being significantly lighter than the current more cost-prohibitive SMC Materials.
“Battery modules and their housing has become a key area for improving the performance, efficiency and affordability of modern electric vehicles,” said Dr. Leif Ickert, Marketing Manager Composites and Adhesives, Evonik Operations GmbH & Managing Director, Vestaro GmbH. “Composite technologies provide strength and versatility, so offer a very promising solution for future battery system concepts. The glass-fiber-reinforced epoxy SMC has excellent mechanical properties including flexural and impact strength, and by using epoxy resin instead of the usual polyester resin, other problems often encountered during downstream processing of glass-fiber- reinforced SMC materials have been eliminated. Additionally, it meets all specifications regarding fire resistance and is easy to process even when complex geometries are demanded. The entire concept was successfully tested for suitability for series production and safety even under extreme conditions.
Additionally, consortium partner, Lorenz Kunststofftechnik has developed an established process for successfully recycling glass fiber-reinforced SMC materials – an important argument in view of the increasing sustainability requirements in the automotive industry.
