  2023년부터 모든 주식 양도세 물린다 정부는 2023년부터 모든 주식 양도차익에 대해 과세하는 방안을 이달 말 발표하기로 했다. 김용범 기획재정부 1차관(맨 오른쪽)이 지난달 6일 서울 남대문로 대한상공회의소에서 열린 중장기 조세정책심의위원회 1차 회의에서 발언하고 있다. 연합뉴스 정부는 2023년부터 모든 상장 주식과 펀드의 양도차익에 세금을 부과하기로 방침을 정했다. 주식만 보면 지금은 지분율 1% 이상 또는 10억원 이상 주식의 양도차익에만 소득세를 부과하고 있다. 정부는 손실이 날 경우 다음해 세금에서 이를 반영해 주기로 했다. 정부는 투자자 부담을 낮춰주기 위해 현재 0.25%인 증권거래세를 대폭 낮추기로 했다.15일 기획재정부 관계자는 “지난해 예고한 ‘금융세제 선진화 방안’의 추진 계획이 대체로 정해졌다”며 “의견 수렴 등의 과정을 더 거치긴 하겠지만 2023년 주식 양도차익 전면 과세를 핵심으로 한 개편방안을 이달 말 발표할 것”이라고 말했다.정부는 지난해 3월 발표한 ‘혁신금융 추진방향’을 통해 증권 관련 세제를 ‘양도세 확대, 거래세 축소’로 바꿔나가겠다고 했다. 외국에선 거래세가 없고 양도세가 주인 데 비해 한국에선 거래세와 양도세를 이중 부과해 시중자금이 증권시장이 아니라 부동산시장으로 몰린다고 판단했다.

Korea cautious against dexamethasone's efficacy against new coronavirus SEOUL, June 17 (Yonhap) -- South Korean health authorities on Wednesday cautioned against the efficacy of dexamethasone in treating the novel coronavirus, saying the widely used steroid should only be used as a supplementary treatment against COVID-19. "Dexamethasone is a drug that reduces inflammation and does not fundamentally treat COVID-19," Jeong Eun-kyeong, head of the Korea Centers for Disease Control and Prevention (KCDC), said during a daily briefing. The remarks came after scientists at the University of Oxford announced that dexamethasone reduces the risk of death in seriously ill COVID-19 patients by about 33 percent. The World Health Organization also said dexamethasone is the first treatment to be shown to reduce mortality in virus patients requiring oxygen or ventilator support. "We think dexamethasone is not a drug that is as effective as other treatments (such as remdesivir) but is a sort of supplementary treatment," Jeong said. The KCDC also cautioned against possible side effects, noting that other steroids have previously been used to reduce inflammation in COVID-19 patients. The country's drug watchdog, the Ministry of Food and Drug Safety, has so far approved the use of 79 dexamethasone-based drugs.

  N.K. to redeploy troops to Kaesong, Mount Kumgang areas, rejects Seoul's offer for envoys SEOUL, June 17 (Yonhap) -- North Korea said Wednesday it has rejected South Korea's offer to send special envoys and will redeploy troops to two inter-Korean business zones near the border, unrelentingly ratcheting up tensions a day after blowing up a joint liaison office. The North's disclosure of its rejection of the special envoy proposal shows the regime has no intention to defuse tensions through dialogue and will carry out a series of measures it has threatened to take in anger over propaganda leaflets criticizing its leader. The sister of North Korean leader Kim Jong-un also issued a harshly worded statement lambasting South Korean President Moon Jae-in for failing to apologize for such leafleting and accusing him of "pro-U.S. flunkeyism." The moments of inter-Korean liaison office being destroyed South Korea reacted angrily to the North's moves, with the presidential office Cheong Wa Dae slamming the North Korean leader's sister, Kim Yo-jong, for her "rude" and "senseless" criticism and warning it will no longer tolerate such "indiscreet" words and acts. Earlier, the General Staff of the North's Korean People's Army said it will send troops to the now-shuttered inter-Korean industrial complex in its border city of Kaesong and the Mount Kumgang tourist zone on the east coast -- two key symbols of inter-Korean reconciliation. The North also said it will restore guard posts removed from the Demilitarized Zone separating the two sides and resume "all kinds of regular military exercises" near the inter-Korean border in an apparent move to abolish a military tension-reduction deal signed in 2018. "Units of the regiment level and necessary firepower sub-units with defense mission will be deployed in the Mount Kumgang tourist area and the Kaesong Industrial Zone," a spokesperson of the General Staff said in a statement carried by the Korean Central News Agency (KCNA). "Civil police posts that had been withdrawn from the Demilitarized Zone under the north-south agreement in the military field will be set up again to strengthen the guard over the front line," it said.
