    Corona Chuseok 'Kim Young-ran Act' announced an upward revision of the upper limit of agricultural and fisheries products futures from 100,000 won to 200,000 won. A major Korean holiday, Chuseok (also known as Korean Thanksgiving), is coming at the end of the month (September 30 – October 2), and for this holiday season only, the Korean government has passed a temporary increase to the gifts threshold under the Anti-Graft Act. The temporary increase applies only to gifts comprised of agricultural/fisheries products (described below), and the limit will increase from KRW 100,000 (approx. US$85) to KRW 200,000 (approx. US$170). The increased limit is applicable from September 10 to October 4, 2020. As you may be aware, the Anti-Graft Act generally prohibits giving (1) anything of value to Public Officials (including officers and employees of government entities, state-owned enterprises, public entities, public or private media companies, public or private schools) when related to the Public Official’s duties, and (2) any benefit exceeding KRW 1 million per instance or KRW 3 million in aggregate per fiscal year when not related to the Public Official’s duties. The Anti-Graft Act provides several exceptions, however, including for meals and gifts provided to facilitate the relationship or as a matter of courtesy (but not when there is a “directly pending matter”). The meals limit is KRW 30,000 and the gifts limit is KRW 50,000, with a higher limit of KRW 100,000 for gifts comprised of at least 50% agricultural or fisheries products. “Agricultural or fisheries products” are defined by statute and include, for example, boxes of fruit, meat, or fish, which are common holiday gifts; however, they do not include, for example, salt or certain processed foods. To address the difficulties within the agricultural and fisheries industries in light of the COVID-19 pandemic, the Anti-Corruption and Civil Rights Commission (ACRC; government entity overseeing the Anti-Graft Act) proposed a temporary increase to the limit for gifts comprised of agricultural and fisheries products, from KRW 100,000 to KRW 200,000. It passed the State Council’s review on September 10, 2020, and will apply until October 4, 2020.

    코로나추석 '김영란법' 농축수산물 선물 상한액 10만→20만원으로 상향조정 발표 국민권익위원회는 지난 9월 8일 최근 코로나19 상황에 따른 경제적 어려움 극복을 위하여 금년 추석 명절에 한하여 예외적으로, 한우･화훼 등의 농수산물 및 농수산가공품 선물에 대해 20만원까지 가능하도록 상향하는 내용의 시행령 개정안을 의결하였고, 9월 10일 국무회의에서도 의결되었다. 이에 따라 2020년 9월 10일부터 2020년 10월 4일까지 농수산물 및 농수산가공품은 20만원까지 선물로 제공할 수 있다. [농수산물은 농수산물 품질관리법 제2조제1항제1호에 해당하는 것을 의미하며(예: 소금은 해당하지 아니함), 농수산 가공품이란 농수산물을 원료 또는 재료의 50퍼센트를 넘게 사용하여 가공한 제품을 의미함.] 청탁금지법은 음식물·선물·경조사비 상한액을 각각 3만원, 5만원, 5만원으로 제한하고 있지만, 농축수산물 선물은 10만원까지 허용해왔다.

    [단독외신] Citi Group, 최초로 여성CEO 제인 프레이저(Jane Fraser) 선임 씨티그룹 이사회는 마이클 코뱃(Michael Corbat) 씨티 CEO 후임으로 글로벌 소비자금융 CEO인 제인 프레이저(Jane Fraser) 53세 를 선임했다고 밝혔다. 최근 8년간 CEO직을 포함해 씨티에서 37년을 보낸 마이클 코뱃은 2021년 2월 CEO와 이사회에서 물러날 계획이라고 지난 10일 전했다. 이에 이사회는 2월부터 CEO직을 제인 프레이저에게 맡기기로 했다. 미국 대형은행 CEO에 여성이 발탁된 것은 이번이 처음이다. 차기 CEO로 내정된 프레이저 대표는 일찌감치 CEO감으로 주목을 받아왔던 대표적인 여성 금융계 인사다. 2014년·2015년 포천지가 선정한 `가장 영향력 있는 여성 경제인 51명` 중에 한 명으로 뽑힌 바 있다. `아메리칸 뱅커`는 프레이저 대표를 가장 주목해야 할 여성 금융인으로 선정한 적도 있다. 프레이저 대표는 스코틀랜드 출신으로 영국 케임브리지대학에서 경제학 석사학위를 받았으며 미국 하버드대 경영대학원에서 MBA 과정을 이수했다. 골드만삭스 런던지점에서 인수·합병(M&A)을 담당했으며 전략컨설팅회사인 맥킨지&컴퍼니 파트너를 역임하기도 했다.

    [단독]르노삼성자동차 노조, 조합원 투표 결과 민주노총 가입 무산돼.. 르노삼성 노사에 의하면, 9일,10일 이틀간 이뤄진 조합원 투표 결과 찬성표 60.7%(1158명), 반대표 39%(743명)결과로 민주노총 가입이 무산됐다. 이번 투표 대상에는 작년 노조가 추진한 전면파업 때 참여를 거부했던 노조원 300여명이 포함되지 않은 것으로 전해졌다. 노조를 탈퇴하거나 제명당했기 때문이다. 민주노총 가입을 위해서는 조합원 과반수가 투표하고 투표자의 3분의 2(66.6%) 이상 찬성을 받아야 한다. 투표율은 96.1%를 기록했다. 르노삼성 노조 집행부는 3월 초에도 민주노총 가입을 추진하겠다고 밝혔으나, 조합원들의 반대로 무산됐었다. 노조 집행부가 작년 전면파업을 강행했을 때에도 조합원 70%는 집행부의 뜻을 따르지 않고 정상 출근했다. 코로나 바이러스 사태로 수출이 급감한 사유로 인하여 르노삼성의 올해 1~8월 자동차 판매량은 8만4158대로 작년 동기 대비 26.6% 감소했다.
